DC has made substantial progress in improving student achievement outcomes over the last decade, but we still have a long way to go. In 2016, only one-quarter of our students were on-track to be ready for college and career by the time they graduate. Furthermore, we continue to see deep and persistent gaps in outcomes along lines of race, income, and special needs. As the state education agency, OSSE has a unique role to play in closing these gaps and strengthening achievement outcomes for all, with a particular focus on our most struggling students and our most struggling schools.
OSSE currently spends substantial resources on providing direct academic supports to LEAs, schools, and educators, but there is great potential to make these supports even more strategic, efficient and effective. Our newly developed accountability system under the Every Student Succeeds Act also presents a unique moment in time to re-examine and strengthen this work. Implementing the new system will allow us to highlight areas where our schools are excelling, to identify and share best practices, and to hone in on where our schools are struggling and additional supports may be needed.
The Assistant Superintendent for Teaching and Learning will lead this important work through a new division at OSSE that will include team members who currently provide academic supports through our Elementary, Secondary and Specialized Education division and, over time, from our Early Learning division as well. S/he will report directly to the Superintendent.
Duties Strategy Development Develop a strategic vision during the 2017-18 school year for how OSSE as the state education agency can most effectively support LEAs and schools in improving the quality of teaching and learning across the city, with a particular focus on our most struggling students and our most struggling schools. Doing so will involve the following:
- Identify areas of greatest academic need across DC and a clear understanding of their root causes by drawing upon quantitative and qualitative data, interviews, and secondary research
- Develop a strategic vision with a clear theory of action for how OSSE can most effectively support LEAs and schools in addressing these areas, considering models and practices from other states, available resources in OSSE, and the DC landscape
- Assess OSSE’s current teaching and learning support offerings and integrate as appropriate into the new vision
Team Management and Strategy Implementation Lead the effective implementation of the new vision for teaching and learning by the 2018-19 school year, facilitating a smooth transition from the current strategy and establishing the appropriate team structure and resource allocation. Doing so will involve the following:
- Ensure the necessary resources and supports to execute on the new vision, including developing an effective team structure, managing a team of 20+ FTEs, and identifying and procuring high-quality external partners
- Partner with other programmatic divisions to align teaching and learning supports with grants management cycles and other forms of technical assistance while also defining clear boundaries
- Integrate these supports into the new accountability system in collaboration with OSSE’s Data, Assessments and Research division by aligning the supports to the needs of the lowest-performing schools and leveraging best practices of the high performers identified by the system
- Continually assess and strengthen the impact of this work through ongoing feedback from key stakeholders, analysis of students outcomes, and level of adoption by LEAs
This is a Management Supervisory Service (MSS), “At-Will” Appointment. This position is not covered under a collecting bargaining agreement
Qualifications A motivating leader who has managed a team in implementing a shared vision
A proven track record of raising student achievement, preferably in high-need schools or with high-need populations
Experience building high-impact programs related to teaching and educator professional development
Ability to synthesize large amounts of qualitative and quantitative information to uncover trends, analyze root causes, and act strategically to improve results
Demonstrated high expectations with an unrelenting focus on excellence and finding a solution to any challenge
Excellent interpersonal, conflict-resolution, and collaboration skills
