This position reports directly to the Chief Information Officer within the DC Office of the State Superintendent of Education (OSSE) an organization with an annual budget of $488M, a staff of 1,800, and an impact that reaches the District's 90,000+ students and 500+ schools.
The IT Program Director role oversees the daily operations of an IT operation that includes 250+ applications supporting 15,000+ internal and external users, a team of 55 employees and contractors, including a help desk with 8 employees, and an overall budget of $6.5M. In addition, the role also leads the Project Management Office, which manages 30+/- projects with an aggregate budget of $10-12M and 20 developers, and is responsible for delivering projects exceed that client/stakeholder needs and expectations and fall within established budgets and timelines.

Oversee and manage the Division's annual $6.5M budget to include formulation, allocation and distribution.
Provide technical contract administration and oversight to ensure product delivery and contract compliance.
Provide the required hands-on software development, project management, cross-functional coordination, and inter/intra team communications to deliver outstanding program outcomes.
Oversee the Project Management Office of 18 that work closely with software engineers, QA, product managers and other engineering teams to get high-quality products and features through the software project lifecycle (build, test and release on time).
Ensure the Project Management Office methodically creates integrated system requirements, sets priorities, determines constraints and dependencies, defines timelines, allocates resources, writes detailed functional and test specifications, coordinates teams and approval processes, evaluates design alternatives and implications on functionality, effort, performance and operations, complies with procurement and finance policies, and drives projects to completion.
Orchestrate successful delivery for multiple projects simultaneously, by managing overall project schedules, identifying possible issues and clearly communicating them to project stakeholders.
Take responsibility for budgeting, release/project schedules and milestones, maintaining high velocity in a fast-paced environment.
Lead technical programs for internal clients, setting priorities for development teams, leading cross-functional teams to take products from conception to delivery to post-deployment support, ensuring success metrics are informing future efforts, and quickly fine tuning the projects as needed.

Track record in team management, project management, and leadership.
Proven successful technical program management outcomes from idea to launching programs in multiple contexts throughout your career.
Comfort talking about technical matters with business people and business matters with technical people. Ability to express complex concepts in plain language to reach broader audiences.
PMP, Scrum, or other Project Management certifications preferred.
5 years of experience leading business, accounting, and financial planning.
5 years of experience working with senior leaders, product teams, and cross-functional partners.
Licensures, Certifications and other requirements:
Project management certifications (e.g. "Certified Project Management Professional" per Project Management Institute) and/or Agile or SCRUM certifications are highly desirable, but not strictly required.
